Sale of house in paghdi system

Hi,
I stay in a paghdi system house since, 60+ years. The property is co-owned by 2 parties and since 1978; there is a dispute between those 2 parties. One of the owners has given notice to tenants not to pay rent or transfer rent bill unless the rent bill is sign by both the owners. Since then, on consent of one of the owners we are paying taxes and revenue directly to the Collector and BMC (Municipal Corporation). All the owners to the property have deceased and their inheritors cannot be contacted.
In such a situation, I wish to sell my house. Please guide me for the same.

for sale of flat in pagdi you need consent of landlorsd . without his consent you cnanot sell flat or create thrid parrty rights . you are a mere tenant not owner of the premises .
