Telangana tenancy act

respected sir,a protected tenant in hyderabad andhra pradesh acquired ownership of a land on telangana tenancy act certificate(38E)in 1961.after acquiring ownership this person to sell the land he has to get approval from tahsildar and he should not sell the land upto 8 years.sir please give me the details whether there is any time frame for the person to sell the land.can somebody claim adverse possession over this land when the owner has telangana tenancy act certificate
