Parking formation

I am a comittee member of co op hos society in Mumbai. Can u pls advise as how we can format rules/procedure where by parking lots can be allotted? also advise if it is legal to stop car parkings of non members or occupants of some flats ? can the police be involved ? as of now, the conveyance is pending...
