Loan Against Land

I purchased 1.8 Acres Agriculture Land at 2009 at Lucknow. Later, in the year 2011,Building plan sanctioned by Lucknow Development Authority.After sanction the plan, i applied for finance at bank. Bank's Advocate ask me to convert Land use agriculture to non agriculture.(Section 143 of UPZALARA,1950)
Lucknow Development Authority already charged land conversion charge under their Government Orders.(Urban Planning Development Act, 1973)
please clarify that there is need of Section 143 of UPZALARA, 1950 or not.
