whether the contempt of court act apply over the non judicial or quasi judicial body.

If the statute concerning the particular quasi judicial forum so provides then it could be done.
In matters of taking evidence and summoning the witnesses and enforcing the directions of the summons the quasi judicial bodies do have same power as that of the civil court.
