Sir if the concenrned authority not give noc for construction of building even having geniuen documents, then what is the remedy?

In the first place, why should Building-plan approving Authority should not be requiring NOC from Lessor of land after execution of Lease Deed in favour of the Lessee ? NOC is nothing short of any restrictive trade practice of the Lessor ?
How can such unjust requirement of NOC be allowed to hinder legal construction activity ?
