Registration of Leave and License Agreement is mandatory in the State of Tamil Nadu?

If yes, what will be consequences of non registration? [from evidence purpose] .

The said document will not be admissible as a piece of evidence and you cannot claim any damages as a matter of right in the court. Moreover the court has power to impound the documents and impose penalty upto ten times.
