The Section 27 of the General Clauses Act says that whenever you have serve a letter or notice or a legal intimation as per any legal provision and if it does not specify any mode for serving it then the right way to do that legal requirement is to send a registered letter by post to his last known address.
Presenting a letter to the postal department itself will be deemed to be a taken as serving of the notice even if you cannot do anything more in taking the intimation to the person to be served.
