Most of the govt records I sought for were missed by a govt office which are forgery, manipulation. Because it is involved in corruption. Can I file PIL directly n argue before HC without appoint advocate. I have many dox evidence

You can file and plead a PIL if you feel you have acumen to convince the Court by your arguments, otherwise, HC's impose heavy cost, be warned.
It would be advisable to seek professional services of a local prudent lawyer if you are really and sincerely interested in PIL
