Land use conversion

sir /Madam
we have a agriculture land abt 15 biga in Majrigrant doiwala dehradun which comes under SADA.
Sir we want to open a school upto class XII
sir please help me in procedure to change the land use, to whom i have to approach

For land conversion, apply to RDO/SDO with necessary fees for conversion. The Revenue authorities will give permissio for land conversion.
