Merger of two flats

Dear All,

What is the procedure if I wish to merge to adjoin my two adjoining flats in a Co-op HSG Soc in Mumbai. I approached BMC for seeking permission, they asked to get a NOC from the Society, while the Society says first to get the permission from the BMC. All I am doing is running from pillar to post. My advocate says, first Society has to give as NOC while Society's advocate says first obtain a permission from BMC. I am at a loss.

I know right!!!

But what am I supposed to do now? Should pursue the Society or should keep my pursuit with the Society?..What is the exact procedure in such cases?
