Stilt parking issues

Sir
I purchased a floor which had stilt parking. On purchase the builder informed us that we will not be having the parking also it is mentioned that we have no right to park our cars in the parking. The parking is with the ground and first floor owners.
Is all this correct? If we wish to have parking with us too what can be done?

builder has no powers to sell the car parking slots
