I would like to know my friend make an agreement of leave and license for the period of eleven month, but he did not notrized it and two month later when i saw his agreement i told him it should be notarized and Registered whether still can he notarized his document even pass two months

Notary is invalid, it has to be registered by paying penalty charges.
