Can a vehicle noc be cancelled and re-issued

Two years back I have taken a NOC from Delhi to transfer may to rereigster in another state. Due to some reasons neither I have used the NOC nor submitted back to RTO office. The issued NOC was lost by me.
1. In this connection I want to know that it is possible to cancle the NOC ?
2. It is possible to reissue the NOC.
3. Any other Suggestion

ever i hear about this kind cancellation of registration. more over no need to cancel the registration. you can use it in any state by paying the state tax if any..
