Urgent - society denies noc - bank loan

Respected experts,
I have sold my flat and the buyers have availed a home loan from DHFL.
However the bank requires an NOC from the society for mortgage. The society taking advantage of this requirement has inflated the maintenance charges and is asking for a sum of Rs. 1 lakh for NOC whereas we have only a due of Rs. 5000/-
The committee members have not filed the mandatory M-20 indemnity bond.They are taking this as an opportunity to black mail us and extort money.
Please advice.

1) place it on record that society is demanding rs 1 lakh for NOc . issue legal notice to society .
2) complain to registrar . if indemnity bond not executed administrator will be appointed after notice
