who would do the the case which is required to be listed for framing for charges, my guess, is it
1) Govt pleader
2) Judge
3) Court staff, like supdnt or clerical staff
4) or the victim herself.
5) the court constable or other police personal?
6) or any others, please specify.

You are free to do adventures.A charge would be framed by the court ,few mentioned by you are ministry of court,barring 1] ,5]& 4] are party at prosecution side, to plead that you must be charged with offence,you in turn to defend shall plead 'NO GUILTY'.

The court frames the charges on the accused.

All other are strictly not required, but court can not function without support staff.
