Sir,My father is a central government employee working in southern railways and he belongs to 'Andhra Pradesh' ,in 1987 he got a job in railways and got posted in Tamilnadu(chennai division) thereafter we have got settled in Tamilnadu and I had my education all the way upto graduation here in Tamilnadu.The problem here is I belong to "Scheduled Tribe" and this certificate has been issued by Andhra Pradesh MRO(Mandal Revenue Officer) with the permanent residence being mentioned in Andhra Pradesh and my father's relatives are all staying in AP,one of theirs address is mentioned as the permanent address in the Community Certificate.The query here is "Will I be able to apply for a job in Central Government with my ST certificate",If possible ,while applying for central govt. job ,there is a query stating "Domicile/Permanent residence" ,which one should I choose either Andhra Pradesh where my Community certificate bearing the permanent residence or Tamilnadu where I have been living here for more than 20+ plus years? please do the needful in this and your suggestions to overcome this!

Have your family (i.e. your father) got any property in Andhra Pradesh in the Mandal where you got the certificate? Do your father and you visit your place at Andhra Pradesh? In case you give that address as Permanent, and if any enquiry is made whether they will be able to say that yes you belong to that place? In the application form, there will be two addressed - permanent address and temporary address. While you can give your AP Address as permanent address (in case you have any residential asset there) and chennai address as temporary address.
In your entire school certificate whether ST has been mentioned or not?

I'm really pleased to get a reply from you sir!
1)As of now ,there is no property owned by my father in Andhra Pradesh.
2)Yes sir,since our father's relatives are all living there,we will be visiting the place every 6 months.
3)If there is an enquiry on that,they will say that we belong to that place.
4)In the entire school certificate,it has been mentioned as ST,but I have not got any of the benefits such as scholarships here in Tamilnadu,even in the engineering admissions I have beeen taken under Open Category(OC),since the other state candidates with schooling in tamilnadu from 8th onwards will be coming under Open competition only.

Sir,If I can attain any one of the eligibility as you have queried,can I mention Domicile/Permanent Residence as Andhra Pradesh? ,and I have got all the proofs such as election ID card,PAN card,Driving license etc.,in Tamilnadu only. So what's ur suggestion about that?eagerly waiting for your reply sir!

You can apply with your 'ST' certificate issued by AP Mandal Authority.
You can show your Tamilnadu Address itself as your permanent address. (This is mainly because all your cards like Electoral ID, PAN card, Driving Licence etc. may be having Tamilnadu address as permanent address). To maintain uniformity you can mention the TN address itself as your permanent address. That will not in any way affect your chances for appointment under 'ST' category, because when asked, you will be able to explain that you originally belong to AP and now moved into Tamil Nadu because of your father's employment in Railways.

The list of ST for State and Centre is different so if you want to take benefit of your category only for central Government then there is need to check whether your community is mentioned therein or not and for State list, it is better now to adopt TN.

Since you are applying for the central Government job,furnish the permanet address of AP state and present address as Tamilnadu as advised by Expert Ramachandran. See the FAQ published in the Website of the MO Social Jusice and empowerment to this effect.
Is a member of Scheduled Caste or Scheduled Tribe listed in the list of one State eligible for benefits as Scheduled Caste or Scheduled Tribe in another State/U.T.
Ans: The list of Scheduled Castes and Scheduled Tribes is State/UT specific. As such a member of Scheduled Caste or Scheduled Tribe is eligible for benefits in his state of origin only. A member of Scheduled Caste or Scheduled Tribe Community, who migrates to other State/UT is not entitled to get Scheduled Caste/Scheduled Tribe benefits, from the state of migration.
Example:- A Scheduled Caste person who migrates from State of Punjab to Rajasthan will not get the benefits extended to the Scheduled Castes of Rajasthan but he will continue to get benefits of the State of his origin, i.e., Punjab. But he will be eligible for benefits available under Central Government and its agencies in the State of Rajasthan also.

You can apply to the central govt job, with the AP community certificate.
