Can the families of the blast victims sue the govt and police force ???

In wake of the blasts in mumbai...which has become a recurring phenomenon....is there a provision in the constitution wherein the family of the victims can file a suit against the govt and the police force of the city for lapses of security ..??when the govt collect taxes from citizens to provide a safe civil society and fails to do so because of corrupt officials and bureaucrats...does a citizen have any kind of right in this country to book the perpetrators of misdeeds ???

Thank u sir for ur response...but who fixes the amount of compensation ??? The Govt ..?? ..they may end up paying a compensation of say Rs 2 - 5 lakhs...but if some has lost a bread winner of the family who is supposedly in the income bracket of Rs 10 lakhs per annum...how is the compensation going to be fixed upon ???
