IN CASE A CPIO OR SPIO ACCEPTS/REJECTS/RETURNS RTI FEE REMITTED THROUGH E M O BY AN APPLICANT SEEKING INFORMATION FROM THE PUBLIC AUTHORITY AND SUBSEQUENTLY RECEIVES APPLICATION AT A LATER DATE AND FURNISHES INFORMATION TO THE APPLICANT INDICATE WHETHER REPLY FURNISHED BY A CPIO/SPIO IS MAINTENABLE AND VALID DUE TO THE FACT THAT THE ACT CONTEMPLATES RGAT THERE IS NO PROVISION TO RETURN THE RTI FEE ONCE REMITTED BY AN APPLICANT DEEMS TO HAVE BEEN REFUSED AND AN APPLICANT IS ENTITLED TO FILE A COMPLAINT UNDER SECTION 18 OF RTI ACT VISWANATH HYDERABAD

Dear Seshagiri, remittance of fee by e.m.o. is just like payment of fee in cash, so should not have been refused by the PIO/CPIO/SPIO, whosoever he is. In that case it can clearly treated as refusal to provide information.
But, the advice on the issue whether the applicant is entitled to file a complaint or not depends on your clarification whether the applicant had to remit a fresh fee or not while sending his application subsequently, and whether that was his 2nd application other than the application sent on remittance by e.m.o.?

You have to pay the fee in the prescribed format only. All the PIOs accepts Postal Orders, some IPOs accepts court fee stamps, but no IPO is accepting Money Order.
