Luguage Lost by Flight / Airport Cheaking Authority / Staff.

X submits his luggauge bag for cheaking (Security Cheak) at Delhi Airport. When he demands for his lugguage at Mumbai Airport. The Staff replies that it is misplaced or lost, and did not took any pain to try where the bag lost by them, and behaving inhumanly manner. Further, requested to X to grant them(Staff) seven days time. But to no avail.
What can X do against the fight's Staff or 'OWNER' ?

file a complaint before the consumer court claiming damages.
