After the death of her father intestate, his property will be equally diided amonsg his children- from both the marriages and the widow. However the property left by your wife's biological mother was divided among her husband and children and after his death his share n her first wife's property will be divided among his current legal heirs which included your wife's step mother and step siblings, if any. This would not happen if the property of your wife's biological mother came from her parents and not from her husband.

This property shall divide into your wife and your father in law. As your father in law has expired the share of your father in law shall divide into your wife and step mother.
