Kindly indicate whether the Public Notary and Advocate appointed by Government is empowered to issue legal heir notarised certificate Also indicate Notary opinion can be obtained prior to purchase/sale of any immovable properties

Nobody except the court is authorised to issues heirship certificate. However as this process from court takes time the people at large make a statement on affidavit stating the names of legal heirs of the deceased which is sworn before the Public Notary. Such affidavit is nothing but mere statements of the concerned persons who however can be prosecuted for giving false information,if any.

No. The Notary Public or Govt. Advocate can not issue legal heir certificate. It is issued by adminstrator general of the city.
A notary public is also an advocate, so his opinion is as good as of any other advocate. Why Notary, you can take opinion of any person who you think competent. There is no higher degree for opinion given by Notary Public.

one should not take just legal opinion but actually search report from the advocate. Advocate finds out the information relating to immovable property after inspecting the file of the property and give the search report and report regarding encumberance on his letter pad.

Notary is also an advocate but authorised to verify documents.
As stated by learned friends he has no authority to issue heir certificate.
