No summons received

Sir, 3 year b4 my friend was an aquist in a case where ipc 308 is applied by police. He is on bail now. But he still did nt get a summons. Now it is 3yr completed. Whats the next step we can do to know the case status.?

Who had granted the bail - the court or the police?

Conditional Bail was given from the highcourt as it is a non bailable offence. Later regular bail was taken from jud. 1class magistrate.
