Encashment of PL as per Shops & Commercial EStablishment Act

I would like to know on what salary ( Gross or Basic+DA)would be the basis for calculation of encashment of earned leave. Is there any SC or High Court Judgment on the issue.

Minimum wages fixed by State Govt.

The amount shall be equivalent to wages which he would have earned had he worked in that period.
