Fired from job without issung exp letter and relieve letter

hi,
can you please guide me , if employer fires employee without handing over experience letter and relieve letter? severance pay is given for 1.5 months in this case.

Serve a legal notice and thereafter file a civil service but before doing all this exercise, it si better to go through the service agreement.
