Making false allegation and defame

Respected Friend,
My wife is an editor and publisher of a news paper, One person is making a false complaint against her, to Registrar of News Paper as she is make use of Govt. Quarters, blackmailing through her newspaper and her. RNI forward this complaint to Additional Chief M.M.Magistrate,for further inquiry, court forward this complaint of to police for inquiry under Cr.PC.202. Police reported to court that complainant has made a false complaint.
My friend advise me what action I should take against this person and under what section, and to which authority or court or make complaint against him to police, which can punish to him.
Please Guide Me.
