Vat authority--attachment of property

Kindly clarify the issue that whether the Commissioner of VAT is judicial or quasi judicial authority ?

Please provide details Whether District Magistrate can pass order to assist the bank officer to take possession of the property u/s. 14 of SARFAESI though the same has been attached by VAT commissioner.

Should bank mentioned the attachment of VAT commissioner in DM application or it is not necessary ?
