Lease hold property

My question is whether mutation of name can be done in municipality in respect of leasehold property?

There is a vast difference between a 'leasehold property' (which is contra distinction to freehold property) and a property under 'lease'.

Mutation is done only when there is transfer of property from one person to another. Leasehold can be transferred from one person to another. Therefore mutation is possible in the case of 'leasehold' properties, provided the leasehold conditions permit such a transfer.

Whereas, if the property is 'leased out' no transfer takes place. As such, the question of mutation would not arise.

Answer: For the purpose of collection of House tax,water taxes,sewer tax etc, it can be done by municipality. However, there is no confirmation of rights of leasehold property.
