the prequisite is the availability of some public interest cause....if it is found to be frivolous one then heavy costs may be imposed.
otherwise the normal procedure is followed, every high court has its own fee structure to be followed...for that c the respective rules for the purpose.
but beware...if point is found to be frivolous or of personal nature ur pocket may suffer a lot.

A public interest litigation has to be filed in High Court by way of a writ.the required court fee is Rs,. 100/-

Dont think that Mr. Kiran is discouraging you. What he said is exactly correct. If you dont have the case to convince the Court your PIL may be taken as publicity interest litigation and you will be in receving end. Think well, if you have a case, dont hesitate, be prepared with all facts/figures and docouments like representations made regarding the problem, the problem highlighted in magazines/newspapers, replies received from the statutory authroties etc. and go ahead doing your homework properly.
