First of all visit the High Court concerned where you are filing the PIL and from the counter you can get the entire information, as there is a list of common objections; which will help you how to make a good PIL.

As you have already prepared the petition so go to registry of the concerned High Court and file your petition therein and further follow the direction of the registry.

REGARDING FILING P.I.L.KINDLY NOTE THAT.

1.YOU MAY KINDLY REFER LATEST SUPREME COURT JUDGEMENTS, IT IS ADVISIBLE TO FILE THE P.I.L. WITH THE HELP OF LEGAL EXPERTS
KINDLY NOTE THAT IT IS NOT THAT EASY TO CONVINCE THE COURT WITH STRONG ARGUMENTS.IN CASE YOU WANT TO FILE IT IN PERSON YOU MAY DIRECTLY FILE IT IN THE REGISTRY .BUT KINDLY NOTE IN CASE YOU ARE NOT IN A POSITION TO ARGUE THE MATTER STRONGLY THEN YOU MAY BE IMPOSED COST OF HEAVY AMOUNT.BE CAREFUL.
GOOD LUCK.
KINDLY SEND DETAILS FOR ANY FURTHER HELP.
YOURS SINCERELY
