Quotation invited and many agencies reciprocated with their best offers; thereafter the authority invited quote has not responded to the vendors. Can the vendor (service provider) seek legal remedies through court of law for denial of chance to service ?

The vendor should be aggrieved only if their quotation was rejected without any valid reason and any other quotation of an undeserving vendor was approved.
You have mentioned that the authority did not respond hence you find out the reason and status of your quotation by submitting application through RTI Act after which you can decide further course of action

A tender does not amount to a contract. As such there is no cause of action for seeking any specific relief.
