If a person is cheated by a PRIVATE LIMITED COMPANY WHO IS REGISTERED WITH ROC-MUMBAI, WHERE TO GO FOR COMPLAIN AND WHO WILL TAKE ACTION. POLICE OR ROC-MUMBAI

If it is a cheating case, you can file a complaint at the Police Station. And if the police refuses to register FIR, then you can file a private complaint at the Court u.s. 156(3) CRPC.
