Cow-shed in a residential colony

I live in New Delhi. Is it legally permissible for a neighbour to maintain a milching- cow in a residential colony considering that two neighbours are just 11ft opposite to each other.

No, they can not. Complain with the Municipality to remove such cow sheds.

Not allowed, refer the Municipality Rules.

On scrutiny it is not a cowshed but a room constructed beside their house wherein the cow is kept. The cow dung is thrown into empty plots and its urine and dirty water flows Into clogged drains with no outlet which remains stagnant and emits a foul smell. What legal options do I have ?
