Doing two jobs is irregular.
IT department is concerned with your income and not concerned whether it is earned from one or more employer.

Hypothetical academic problem!
All the three of your questions are irrelevant on account of the following reasons:
1) When you are already doing two jobs without knowledge of the concerned companies, it must have been possible for you to keep that secret. It depends upon you how you maintain that position.
2) If you indulge in to fraud with the IT department by concealing your incomeby not paying the tax due on your real earnings, that may surface one day or the other through media or some other source even for the knowledge of several other people, what to say of coming to the knowledge of your two employers.
3) Filing of form 16 for TDS deducted cannot be avoided, irrespective of whether that creates any problem or not in your two jobs.
In nutshell, you may do two or ten jobs at a time, you are responsible for accounting for the whole of your earnings duly clubbed for each source of income and pay due taxes on that in time.
