Dear Sir/M'am,
I was born in Ranchi (Jharkhand) in 1984 and my birth certificate was submitted to the kindergarten while admission, upon going to St.Xavier's School the kindergarten issued a Transfer Certificate (like Migration) on which the DOB was stated, based on that it has been the proof of my DOB and after passing matriculation (ICSE) in 2000 that has been accepted as proof of DOB all over India. Even my PAN Card, Passport, etc show that. Now I've suddenly got a scholarship to go in Germany. But the German Authorities NEED me to submit a Birth Certificate. Since my family has relocated to Durgapur in West Bengal in 2006, we don't have any more links or address in Ranchi. Could someone guide us how to get a Birth Certificate from the SDO Office (Kutchery Road) in Ranchi.

From your query, it can be understood that your birth certificate was already obtained and submitted your school for initial admission. Therefore, you can very well obtain any number of extra copies of the same from the concerned authority (Ranchi authority) by making application as per existing rule.
Now a days, in most of the states are providing facilities to get birth certificate through online which are legally valid subject to the comparison with online.

Thanks a lot for your reply, yes there was a birth certificate issued in those day (30 years ago) but since the kindergarten does not exist anymore, we have no chance to get back the original birth certificate or its copy. The new online system you have rightly mentioned is shown on the Jharkhand Govt's website:

but it is based on new system and asks for additional documents like doctor's certificate:

But since I was born at home (home delivery without any doctor's assistance) there is unfortunately no doctor's certificate and no such thing was required in those days. So we are a bit confused how to apply for the Birth Certificate based on the online form. If the affidavit from my parents mentions that I was born at home, then would it be sufficient?

If possible, why don't you submit your Educational certificate in the place of doctors certificate as additional and supporting document.

The previous birth certificate must have been issued by the Municipal authorities of Ranchi. You should apply for copies to them through registered post sending them the required charges through draft or postal order which is nominal. Send them all the relevant information. If the entry existed in the records, the certificate would be issued. You can do so through some of your relative / friend also.
You have mentioned that originally it was issued, the entry must have been existing in the municipal records. If no entry traceable, you have to get orders from competent authorities to enter the date and issue the certificate.

Thanks a lot for the valuable replies :) Yes maybe we the matriculation certificate, PAN card, Passport, etc could be accepted as supporting documents (instead of Doctor's Certificate). Infact my father had already tried to meet the SDO at Ranchi and apply for the certificate based on the above documents, but inspite of trying for 8 days, he was not able to even apply as the officers were not available. I hope you know better how things work in our government offices. So I wanted to know if it is possible for professionals like lawyers, agents, etc to do this for us. Then I would be more than happy to get the contact of any such person in Ranchi, whom we can meet and get his/her help to get the Birth Certificate issued.

Firstly lawyers are not agents, secondly, you have to apply for an extract or copy of the birth certificate with the Registrar for Births and Deaths in your Ranchi jurisdiction, because your birth has already been registered with the competent authority, so now you need just a certificate, you are not going to re-register it and it is not permitted by law to re-register and issue you a copy. If you want to achieve something somewhere you have to strain for it in any form, so do not be disappointed with the present working system of government offices, you have to put continuous efforts to get it.
