transferred of property

dear sir,
my father has two home, one is on my father n second is on my mother name, now our society wants to go for development under SRA scehme but problem is there socety has give notice to us, and mentioned in the notice was my father is eligible for only one room, my mother is not eligible for second home, becuase under the sra scheme husband and wife eligible for only 1 room, now we have been living there since 1985 and i have 2 electric city meter, n society fund also paid for both room,
can i transfered mother home to her son?
or any way to get seconf home with legal procedure
