Floor disputes

We are living in a seperate floor.The family living in upper ground floor teases us in many ways.
1)They disconnects our lift connection.The lift actually works but didnot stop on our floor.
2)They disconnects the electricity of our parking.
If asked the reason for above,they says that we didnot paid our contribution of bills,thats why they did the above acts.but we demanded the bills many times,they did not give us bills to pay.what should we do??

issue legal notice to owner of flat staying in upper floor not to discontinue your electricity connection or tamper with lift failing which you will have no option but to take legal proceedings against the said flat owner .
