A flat in Maharashtra is owned by Mr. A jointly with his wife. His wife is housewife and has no financial contribution in purchase of flat. Can wife nominate any person in Co-operative Housing Society after death of Mr. A?

Yes. She can make her will and can nominate any person of her choice to inherit her share whether he is resident of that society or not.

She being joint owner can nominate anyone she desire.
