Sur plus primary teacher transfer

Dear sir can surplus primary teacher of municipal school can be transfer to another municipal school by rule of last come first go rule basis.what is the meaning of this rule please explain it.

Surplus does not have a vested right to continue. he has lost his johb when post ceases to exist.

Tranasfer to another deptt/municipality is a concession. The employee only looses seniority and nothing else. Even last pay is protected.
