Investigation is a wider term and can be made to find out truth on any point coming to light any time before or even after filing charge sheet in order to facilitate and expedite justice.

If investigating agency has to perform its job just on the submission of the statement of the accused then there shall not be any necessity of the courts and police as none claims himself as accused and tries to prove that he is non other than Dharamraj.

Investigating agency can carry out investigation on the basis of statement of the accuses. But that depends a lot on facts and circumstances of the case.
