Damage suit against state for false prosecution

I was tried and acquitted by court in a crl case of Arms act,i have sufficient evidence to prove that police intention was malafide at the time of registration of FIR against me,i want to file a damages suit for 5 or 10 Lac Rs. but problem is this i have no any means (moveable or immoveable)kindly tell me how i can file this suit without paying court fee.Balwan
