Probating a will

Recently chennai corporation limits were increased that is more villages and municipalities were included with in city limits. even farmers owning agricultural lands and uncultivable land owning more than two grounds have to pay urban land tax and they have to probate wills . will it not be putting the people to hardships . why not the government think of abolishing this probating the will for chennai .even now people in lower strata avoid this procedure and they do under hand dealings with brokers
resulting in civil suits request readers opinion and legal experts to initiate
abolition of this probating the will If there is a dispute about the will itself then they can follow other applicable rules
