Yes u can file a suit for recovery of money. U can file an application in the suit for attachment of property before judgment.

You cannot get such remedy in proceedings u/s 138 of Negotiable Instruments Act.

you will have to file separate suits in the civil court for injunction. under sec 138 you cant move any kind of such application
