Dear Friends,

I would like to know whether a Borrower (Customer) who has obtained vehicle loan assistance for commercial vehicle thru hypothecation agreement from a banker, can lodge a complaint against the lender for deficency of service.

Is he a consumer under Consumer protection Act,
