cpc is divided in 3 parts[section,order and rules,formate portion] while crpc is divided only in 2 parts[sections,formate] why so??

IN CRIMINAL LAW IT IS CODIFIED INTO THE PROCEDURE FOR CRIMINAL OFFENCES. FEW AND SPECIAL ACTS ITSELF PROVIDES THE PROCEDURE AND OTHER INCIDENTAL THINGS.
