regarding issue of caste certificate in ''english''

respected sir,
i belong to ST category. i recently obtained my caste certificate from govt. NEMMADI centre. but since it was in KANNADA , it was rejected and i am told to bring the same certificate written in ENGLISH LANGUAGE.
i again went back to nemmadi centre to ask for an english version of my ST cast certificate. i gave them notary attested copies of prev CASTE CERTIFICATE (kannada), and all other required documents. NEMMADI WORKER took all the documents and verified and gave them back to me along with a form / sworn letter where i have to put my signature along with my parent's sign. AND SHE told me to go to TEHSIL OFFICE.
NOW I AM CONFUSED. for what reason i am being supposed to go to tehsil office? why it became necessary now as i wasnt supposed to go anywhere else than BHOOMI e-centre while obtaining KANNADA CASTE CERTIFICATE. AM I SUPPOSED TO APPLY FOR ENGLISH LANGUAGE CASTE CERTIFICATES DIRECTLY IN TEHSIL OFFICE ONLY? OR AM I BEING SENT THERE FOR ANY VERIFICATION ? IF IT IS FOR VERIFICATION, WHY? AS I ALREADY HAVE A CASTE CERTIFICATE GIVEN BY TEHSIL THEMSELVES ONLY FEW DAYS BACK! (tehsil office is currupt so i dont want to get into the shoes of any staff there)
AND HOW LONG WILL IT TAKE TO GET AN ENGLISH LANGAUGE CASTE CERTIFICATE FROM A KANNADA LANGUAGE CASTE CERTIFICATE
? i am from bangalore karnataka. caste certificate i applied for is of education purpose.

You have unnecessary wasted a time, you could have translated the same into english by some advocate and his sign on the translated along with an endorsement that " it is translated from kannada to english"
