How do I prevent misuse of photocopy of my proof identity and residence?

Dear Experts,
Please refer the following url where it has been reported that mobile SIM card vendors are allegedly misusing the photocopies of Voter ID Cards, PAN Cards and address proofs etc. submitted to them by genuine customers in good faith, in order to sell mobile SIM cards at premium to customers who do not furnish such documents. One idea that I can think of, is putting the signature, date and time on the printed area of such documents so that further photocopies of such documents will become useless for misuse. Opinions of Experts will be of great help so that citizens including myself can help do their bit, to control this dangerous menace and also safeguard from possible unwanted trouble from the police and the law.

Unless there are stringent Regulations by Government put in place such malpractices of SIM card vendors cannot be checked. However UID will admirably address this issue.

The mobile companies need to verify customer's details provided by the vendor but unfortunately they are not doing it.

It is very difficult to completely stop fraudulent practice but stringent condition can check the rising trend.

Whenever I give a photocopy as proof of my identify/residence I will write the following words very close to the picture or the contents of the card "SELF-ATTESTED BY ME BY BALL POINT PEN ON ....."

The unscrupulous person will not be in a position to misuse the photocopy submitted by me, since he would not get the another Original Ball point pen attested proof with him. He will only have a photocopy.
