The legal heirs of the testator of the Will and that of the attesting witnesses can prove a Will.

any person well acquainted with the personal and their signatures. generally heir heirs of those persons are considered best witness under the such circumstances. but it is not necessary always, it is depends on facts and circumstances.

will has to be proved by the examination of the attesting witnesses compulsorily. This is as per Sec.68 of the /evidence Act and Sec.63 of the Indian Succession Act. If the attesting witness is not summoned and examined,the will cannot be received in evidence at all.
