i am a state govt emploee(health dept).my husband is central govt employee.we stay at different place.my husband stay at his quarter and me at my home.the distance between this two place about 65km.may i draw hra form office?

Now a days, distance is not the constraint. Persons commute more than 100 Kms. every day from home to office. That is not the issue. The real issue is, can you prove that you are not residing in the quarter of your husband, and that you are residing in your private home at a place different from that of your husband. (Occasional visit to your husband's place will not qualify as residing in your husband's quarters which is situated about 65 Kms. away).
If you can prove without any hitch that you are residing separately at your place due to your work requirement and station of posting, definitely you can draw your HRA.

In fact you should ask your office to indicate the specific rule under which they are denying HRA to you and also a copy of the said rule.
