licence for money lending

(Querist) 27 August 2010 This query is : Resolved 
Dear Sir,
My client is doing money lendig business presently on a small scale but however he wants to expand his business & wants to get right to sue or to file any suit against him as pacca businessman. can he get such licence? if yes, under what act ?& from which authority. Please throw some light on the subject.
